Hooded Liturgical Praise Dress. 
As it relates to Luke 3:16 This garment speaks of receiving the Baptism of Holy Spirit and Fire. White symbolizes the Holy Spirit reign through an indivuduals life. The Fire symbolizes the testing, trails one must endure to reign with Christ in this earth. The hood symbolizes the covering of Christ and immersion of Holy Spirit Baptism.  
Matthew 3:11
"I baptize you with water for repentance. But after me comes one who is more powerful than I, whose sandals I am not worthy to carry. He will baptize you with the Holy Spirit and Fire. 
1 Peter 7-9
7 These trials are only to test your faith, to see whether or not it is strong and pure. It is being tested as fire tests gold and purifies it—and your faith is far more precious to God than mere gold; so if your faith remains strong after being tried in the test tube of fiery trials, it will bring you much praise and glory and honor on the day of his return.
